MFTC was officially formed in 1997 when the fire departments of 5 Montana municipalities agreed to conduct joint testing in order to create a pool of qualified applicants for the position of entry-level firefighter in those departments. Since 2001, MFTC has conducted an annual testing process toward that end.

As of 2010, the Consortium consists of the following members: Big Sky Fire Department; Billings Fire Department; Bozeman Fire Department; Butte Fire Department; Great Falls Fire/Rescue; Helena Fire Department; Lockwood Rural Fire District; Miles City Fire Department; Missoula Fire Department; and Missoula Rural Fire District.
